Kansas City Water Services closed Baltimore between 10th and 11th for what looked like a line purge. They had a hydrant open, turning the hill and nearby parking garage into a river. So going North along the East side of Baltimore for that time wasn't advised since... you'd be walking through surging water.

Luckily I caught Celine just in time to let her know...
