Long hair. Heavy wind. The formula pretty much solves itself. It's one I've already encountered a couple times. Didn't get the results I was hoping for, unfortunately. I think I would've had to have gotten to her not long after she first got out into the wind. Or had a hairbrush on hand with something to block the wind.
